ANNOUNCES NEW COUNCIL SPENDING POLICY |
Over the past several years the council has had a pretty relaxed spending procedure. Because of this open opportunity, it has come to the attention of the executive committee that the council is in need of a spending policy. Therefore, the new policies are as stated with the Purchase Order and Check Request procedures. Each one of the council vendors have been notified that if there is no pre-approved signed purchase order form, then they are not to accept the charge. |

UPCOMING CHANGE TO THE
WINTER SPORTS SAFETY SECTION
OF THE GUIDE TO SAFE SCOUTING

Currently, Section 3 states that "Suitable clothing for the activity and environment should be worn at all times, and equipment should include gloves and helmets when appropriate."
Based upon the review of General Liability claims history, along with a recommendation by the Risk Management Advisory Panel (two Scout executives from each region), and input from the Health and Safety Support Committee, the following change will be made to the Guide to Safe Scouting and published as an Alert on Scouting Safely.
"Appropriate personal protective equipment is required for all activities. This includes the recommended use of helmets for all participants engaged in winter sports such as sledding and other sliding devices. The use of helmets is required for the following activities: downhill skiing, snowboarding, and operation of snowmobiles (full-face helmets)." |

President's Volunteer Service Awards (PVSAs) are now available for
2009 service hours |
President Obama has signed a letter of recognition for those qualifying for a presidential service award. As a result, we are now fulfilling award requests for 2009 service hours. Thank you for your patience as we have managed through this time of transition. We look forward to fulfilling your requests especially as we celebrate National Volunteer Week.
The PVSA awards program recognizes volunteers for a sustained commitment to service (please see www.presidentialserviceawards.gov for details about becoming a certifying organization and honoring your volunteers). Awardees may receive a pin, a letter from the President, and a letter from the President's Council on Service and Civic Participation.
